Financial Benefits of Becoming a Resident

As an honorably discharged veteran, you’ll be assessed the in-state tuition rate as long as you remain at ¶¶Òõ¶ÌÊÓƵ Boulder. However, if you are 22 years old or older, married, or a graduate student, you can act now to become a full Colorado resident. Colorado residents are considered for state and ¶¶Òõ¶ÌÊÓƵ Boulder grants, which may significantly increase your financial aid offer.

Your Next Steps to Petition for a Residency Change

Step 1: Submit Your Free Application for Federal Student Aid (FAFSA)

If you do intend to become a Colorado resident and you haven't done so already, submit your and any requested documentation. Learn more about applying for aid.

Step 2: Take Action to Establish Colorado Domicile

The clock started ticking to establish Colorado domicile when you physically moved to the state. To prove your intent to make Colorado your one, true, fixed and permanent home, you're required to:

Your Next Steps to Qualify for Spring 2026

If you moved to Colorado on or before January 7, 2025, and you'd like to petition for a change to resident classification for Spring 2026:

Graduate students who qualify for in-state tuition rates under the Western Regional Graduate Program (WRGP) should not make changes to their domicile and should not petition for in-state tuition. WRGP applies to select academic programs only.

Qualifying for In-State Tuition as a Colorado Resident

By the first day of class, if you will qualify as a straightforward Colorado resident—either as an adult student with at least 12 months of or as a dependent student through a parent who is a —you may choose to submit evidence that you are eligible for in-state tuition as a full Colorado resident.

To do so, complete an as soon as possible. Please allow three to five business days for this form to be processed.

Military-Related Residency Exceptions

If you do not qualify for in-state tuition as a Colorado resident, you may qualify for in-state tuition through a military residency exception. Please carefully review the list of military exceptions below.

  • Colorado National Guard: You may be eligible if you or your spouse will be a member of the Colorado National Guard and be stationed in Colorado by the first day of class.
  • U.S. military active duty member: You may be eligible if you, your spouse or your parent will be on active duty with a permanent change of station (PCS) in Colorado on the first day of class. Submit your verification form and supporting materials no earlier than 30 days prior to the first day of class.
  • : You may be eligible if your parent was stationed in Colorado within the last 12 years.
  • : You may be eligible if you were honorably discharged from the armed forces of the United States and are permanently moving to Colorado. Submit the verification after receiving your DD214 and moving to Colorado.
  • : You may be eligible if you're using VR&E assistance under Chapter 31 and will make Colorado your permanent residence on or before the first day of class.
  • Individual using the Johnny Isakson and David P. Roe, M.D. Veterans Care and Benefits Improvement Act of 2020 (Sec. 1005): If you don't qualify through any of the exceptions above and you will be using benefits, you may qualify under this act. Contact ¶¶Òõ¶ÌÊÓƵ Boulder's Office of Veteran and Military Affairs for more information.  

Submitting Your Military Verification Form

The State of Colorado recently passed a bill that impacts tuition classification for some students.

The modifies the requirements for mandatory in-state tuition classification of students graduating high school, or completing a high school equivalency exam, in Colorado.

¶¶Òõ¶ÌÊÓƵ the Revised Requirements

The revised statute requires the University of Colorado to classify a student as in-state for tuition purposes if:

  1. The student attended a public or private high school in Colorado for one year and graduated or was physically present in Colorado for at least one year immediately preceding the successful completion of a high school equivalency exam (GED); and
  2. The student has been physically present in Colorado for at least 12 consecutive months prior to enrollment at the university.

This is a change from the previous requirement of in-state classification where the student must have attended a Colorado high school for at least three years immediately preceding graduation or successful completion of a high school equivalency exam and the student had to be admitted to college within 12 months of graduation or passing the exam.

The statutory change will require the university to reclassify currently enrolled out-of-state students that meet the new requirements, but the change is not retroactive. Students who qualify under the revised statute will not receive a refund for the difference between out-of-state and in-state tuition for past tuition paid. However, moving forward, out-of-state students may seek reclassification as in-state under the new statute.

How to Apply for Reclassification

If you believe you qualify according to the revised statute, you must apply for a change to in-state classification. Reclassification is not automatic.

If you are currently classified as out-of-state and you believe that you meet the requirements outlined above, complete the to request a change to in-state classification.

The deadline to submit this residency exception for Fall 2022 is Monday, Aug. 22 (the first day of class).
